That just means a break in the story. It’s a separation, in between a new paragraph and a new chapter I guess. Sometimes the writer wants to leave space (it’s usually 3 lines before the next paragraph begins), but the readers won’t notice it because it’s at the end of the page or something. So the writer will add the * * * to show that a break is supposed to go in there.

It’s like to seperate thoughts. Say at one point in the story the character is in the mall and then it has *** and then she is at home. It’s because they don’t want to say ‘and then she drove home’ it just puts the *** to seperate.

I think it usually means that there’s a "break" in the chapter. Usually when the date changes, or the subject changes, however the author does not yet want to start a new chapter.
